OpenAI Paris Office and France Infrastructure Watch

OpenAI has a Paris office and a meaningful French ecosystem presence, but ADCI could not verify the prior public claim of a 100 MW OpenAI data center in France. OpenAI's November 2024 France announcement supports a Paris office, local partnerships, developer support, and collaboration with the French government. Choose Paris Region likewise frames OpenAI's Paris Region presence around office, hiring, research, and ecosystem work. OpenAI's April 2026 compute infrastructure note discusses Stargate and says OpenAI committed to securing 10 GW of AI infrastructure in the United States by 2029; the opened text does not name a French data-center site. ADCI therefore demotes this record to an infrastructure-watch page, removes the Paris data-center point, and removes the unsupported 100 MW selected capacity from public totals.
